Procurement procedures at Lankaran State University are carried out according to the Law on State Procurement of the Republic of Azerbaijan.
First of all, in accordance with Article 18 of the Law on Public Procurement of the Republic of Azerbaijan, the plan reflecting the information on the procurements to be organized during one budget year is approved and posted on the portal etender.gov.az
Lankaran State University purchases goods, works or services according to the Purchase plan in 3 METHODS:
1. Method of procurement from one source
2. Kotirovka method
3. Open Tender method
1. Pursuant to Article 49 of the Law on Public Procurement of the Republic of Azerbaijan, single-source procurement is applied only when the subject of procurement is any specific supplier or when any specific supplier has special rights over that procurement subject, no substitute or alternative. As a university, it buys from an official distributor - a firm and a company that sells goods domestically.
2. Pursuant to Article 48.1 of the Law on Public Procurement of the Republic of Azerbaijan, if the estimated price of the quotation request method is less than 100,000 manats, procurement is carried out using the quotation request method.
3. According to Article 44.2 of the law, the Open Tender method is applied when the estimated price is 100,000 manats or more.
According to Article 1.1.19 of the Law on Public Procurement of the Republic of Azerbaijan, a tender commission was established at Lankaran State University, consisting of seven members, one chairman and six members. Creation of the commission is aimed at protection of transparency and observance of laws. A protocol is drawn up to implement the procurement process related to the legal implementation of repair construction works, goods and services to be purchased by the commission every year. Based on this protocol, a set of tender conditions is prepared and published on the portal etender.gov.az
At least 3 bidders participate in the procurement procedure (open tender or quotation request). After the bidder who submitted the lowest bid among the participants is declared the winner, the final protocol is approved and sent to the Antimonopoly and Consumer Market Control State Service under the Ministry of Economy of the Republic of Azerbaijan.
Based on the approval of the executive body, a contract is concluded with the bidder who has been declared the winner, and a notification is issued on the website etender.gov.az
According to the contract, goods and services are delivered to the university.
