At Lankaran State University, the following issues related to the contingent of doctoral studies and dissertations are carried out:
1. Announcement in the mass media about the form, rules, admission plan and duration of examinations for doctoral studies and dissertations;
2. Establishment of the admission commission by order of the rector for the acceptance of documents and the holding of the competition, the establishment of examination commissions for relevant subjects;
3. Checking the documents of those who applied for doctorate and dissertation and determining the eligibility of qualifications;
4. Notifying applicants of the admission commission's decision to admit them to the exams based on the submitted documents;
5. Conducting doctoral entrance exams, dissertation interviews and reporting the results to the admissions committee;
6. Notification of the admission commission's decision to the rectorship based on the results of the conducted competition and the opinion of the intended academic supervisor;
7. Issuance of an order by the Rectorate about those admitted to doctoral studies and dissertations;
8. Approval of doctoral students' and dissertations' dissertation topics and scientific supervisors in the University's scientific council;
9. Reporting of information about accepted doctoral students and dissertations by the rector to the Ministry of Education;
10. Submitting a report to the State Statistics Office on the contingent of doctoral and dissertation students;
11. Preparation of answers to the letters received by the University from the Higher Attestation Commission under the President of the Republic of Azerbaijan, the Ministry of Education and other organizations regarding the contingent of doctoral and dissertation students;
12. Ensuring the approval of approved dissertation topics by ANAS Scientific Research Coordination Council;
13. Organization of doctoral exams for doctoral students and dissertation students in the specialty subject (as well as in other subjects, taking into account the suitability of the specialty) or providing examinations in other organizations;
14. Doctoral students and dissertation students periodically report to departments on the implementation of their individual work plan;
15. Listening to the annual report of the scientific supervisors of doctoral students and dissertations in the scientific councils of the faculty;
16. Conducting annual attestation of doctoral students and dissertation students;
17. After the completion of the dissertation work, the implementation of the preliminary discussion of the EAC taking into account the requirements of the appropriate department where the work is performed;
18. Collection of documents necessary for defense and submission to the appropriate defense council;
19. Identification of doctoral students and dissertation candidates who have completed the normative period of study, reporting to the rectorship and issuing a corresponding order in the rectorship.
Preparation for the Doctor of Philosophy program at Lankaran State University has been carried out since the University was founded. Since 2017, in order to strengthen the scientific staff potential of the University, the employees of LSU, Baku State University, Azerbaijan State Pedagogical University, Azerbaijan State University of Economics and other prestigious higher education institutions of the Republic have been assigned to doctoral studies.
