Nuri Billura Mammadali was born in Bilasuvar, Azerbaijan. She completed her secondary education and, in 2007, was admitted to Lankaran State Humanitarian College, where she studied Teaching English (2007–2011). She continued her undergraduate studies in the same field at Lankaran State University from 2012 to 2016.

In 2016 - 2023, she served as an English language instructor at Lankaran Medical College. She obtained her Master’s degree in Philology (Linguistics – English) from Lankaran State University in 2018 - 2020. In 2022, she was admitted to the doctoral program in Comparative - Historical and Comparative - Typological Linguistics at the Department of General Linguistics, Baku State University.

In 2023 - 2025, she worked as a Project Management Specialist at the International Cooperation Department of Lankaran State University. In this role, she managed Erasmus+ projects (ECAR and REFRESH), participated in international trainings and project meetings, organized information sessions on study abroad opportunities and EU-funded programs, coordinated outgoing students, and represented the university at national and international events.

In 2025, she was appointed as a Rankings Specialist (Head of the Working Group), and since January 2026, she has been serving as the Head of the Strategic Development and Rankings Division. At the same time, she holds a part-time (0.5 FTE) position as an English language instructor at the Department of Foreign Languages of Lankaran State University. She is the author of one scientific research work, six conference papers, and six academic articles.

She holds internationally recognized TEFL and TESOL certifications, supporting her expertise in English language teaching and international academic engagement. Additionally, she has completed professional training in Human Resource Management and Project Management and has been awarded certificates by the International Education Research Certification Center (IEEC).

Isgandarzada Ulkar Mehtaddin was born on April 3, 1997 in Lankaran. In 2014 he graduated from Secondary School No. 10 in Lankaran City. She studied for a bachelors degree in foreign language teaching (English) at Lankaran State University during 2014-2018. In 2022, she was admitted to the master's program Lankaran State University in the specialty “Assessment and monitoring in education”. In 2020-2024, she worked as a laboratory assistant at the Departments of “Mathematics and informatics”, “History and methods of teaching it” of Lankaran State University. In 2025, she worked as a specialist in approval (grif) affairs at the Department of Science and Research of Lankaran State University. Currently, she works as a rankings specialist in the Division of Strategic Development and Rankings. She is the author of numerous scientific works. She is married and has one child.
